The notes in <> are gaps. Basically it can be anything, including a total rest. In this case [TonTonTonGu] is a 7 beat gap that you can play like "Ku-Ku-Ku-M" softly, or just leave it as a rest.
Notice that the numbers of the phrase are decreasing towards the last "Tom" while each gap having 7 beats as 7+<7>+6+<7>+5.

Thus Carnatic rhythms consist of phrases and gaps. Players show their mastery in rhythm by combining phrases and gaps to elaborate rhythmic structure. Above Phrase could be reduced as below. Each line has a total of 32 beats.

Kannam means five. Sadosram corresponds to 16th notes, and Tisram corresponds to triplets. Sadosram has 4 beats in 1 clap, while Tisram has 3 beats.
One example, 8 kannam is 5*8=40. 64-40=24=8*3. Means 3 claps(24 beats) rest(or whatever) + 8 clusters of 5 beat phrases.
